Thomas Downey

Tom Downey joined Orrick in March 2009. He has more than 25 years of municipal bond experience as bond counsel in all types of municipal financings, with a focus on revenue bonds, particularly multifamily housing revenue bonds. Tom also has substantial experience as underwriter's counsel for housing bond issues.
