Thomas E. Mountin was born in Milwaukee, Wisconsin. He attended St. Francis de Sales College where he received a B.A. in 1971. Following this, he attended Loyola University and received a J.D. degree in 1978 and a Masters of Law in Taxation (L.L.M.) in 1981 from DePaul University.
